Upon reassembly you will want a soft wedge to spread the tripple clamps to avoid marring your new finnish. If you choose to do the tripple clamps as well you will run into a wall. Its your rig, but I have a clear coated Raw SC Blur and what I love most about the finish are all the imperfections (e.g., the scratches, stains, fingerprints, etc.) that come through with the clearcoat. Best finish ever IMO. Put on some rubber gloves and rub the pipe down with the Scotch-brite. Lastly, wash the pipe off with water. Have a look at any of the vintage bike forums: almost everyone has come to the same conclusion - powder coating is not real flash. Check the frame for cracks.
